FutureEO benefits series – Improving weather forecasting with commercial data • Oct 2025

The Commercial GNSS-RO data initiative is an R&D activity focused on integrating commercial data into forecast models. Funded through the FutureEO Foundations pillar, it aims to improve the quality of short- and medium-range numerical weather prediction (NWP) models by including data from commercial GNSS-RO (Global Navigation Satellite System Radio Occultation) providers.

The goal of the project is to demonstrate the value of integration of commercially provided data in weather forecasting services so to improve forecasting accuracy and resilience.

The infographic highlights collaborations with partners such as Spire, ECMWF (European Centre for Medium-Range Weather Forecasts), and EUMETSAT. The activity has already led to enabling the first contract for commercial GNSS-RO data, valued at up to €9 million.

Looking ahead, different future opportunities could be pursued, including potential contracts for commercial data provision and integration of new commercial datasets into NWP models. This includes data from GNSS Reflectometry and hyperspectral imagery. The development of the project and its success is expected to catalyse the growth of the European Earth observation data market by creating new opportunities for commercial providers.

Launched over 25 years ago, the FutureEO programme is at the core of the ESA Earth Observation activities. It pushes boundaries of Earth observation, delivering excellence in science, technology innovation, preparing for new operational missions and supporting scientists, policymakers, and society with the knowledge needed to protect our planet’s future in the domain of environment, climate change and sustainability.

From pioneering Earth Explorer missions to agile Scout satellites and AI-powered data solutions, FutureEO is ESA’s commitment to scientific excellence, societal resilience, and global cooperation.

FutureEO is structured around three defining pillars that provide a streamlined and centralised framework for ESA’s Earth Observation goals. They work together to ensure there is a smooth flow of information between projects, connecting innovative ideas with scientific objectives to inform and guide the development of missions from concept through to design and realisation.
